Regulations

I. Council Office Access and Utilization

  1. Access to the council office shall be restricted by means of unique door codes distributed by the Director of Administration with the approval of the President
  2. No community access code shall be created or distributed
  3. Access codes must be kept confidential and shall not be shared
  4. Individuals who are not a recognized voting or recognized non-voting member of council may not possess or have knowledge of an access code, unless otherwise specified herein
  5. Custodial services shall have one access code, restricted to the necessary time frame they may require.
  6. There shall be two levels of access, limited and unlimited, restricting the time frame in which an individual may enter the office
    1. Those with limited access may enter after 7:30am but no later than 5:00pm during week days
    2. Those with unlimited access may enter at any time building access is available
    3. Determination of level of access shall be made by the President and the Director of Administration on a case by case basis
  7. The order of precedence of utilization of council resources shall be:
    1. Directors conducting official council business
    2. Members of council conducting official council business
    3. Members of council studying
    4. Members of council engaging in other activities
    5. Students of the J.B. Speed School of Engineering
  8. All individuals receiving a door code must sign an agreement acknowledging the rules and regulations governing council office access and utilization
  9. Failure to comply with regulations regarding office access and utilization shall result in suspension and/or revocation of council office access


II. Society Funding

  1. Student Council shall only one recurring event per fiscal year
  2. Speed Student Council shall not provide more than $300 in funding to any society during a given academic year.
  3. Speed Student Council shall not provide more than $100 in funding to any society during a given academic semester.
  4. Speed Student Council shall not fund a society who has failed to maintain the requirements to become a recognized member society. [minimum: 80% attendance over the previous two semesters.]
  5. Speed Student Council shall not fund a society that has not first exhausted funding from other university sources, including but not limited to:
    1. Department Chair(s)
    2. Office of the Dean
    3. SGA Student Senate
    4. Office of Student Life
  6. Speed Student Council shall reserve the right not to fund a request for any reason, including reasons not enumerated in these regulations. Funding for societies is not a part of the Speed Student Council annual budget.
  7. SSSC will not fund a society that is not in good standing.


III. Freshman Council

  1. Membership
    1. An unspecified number of first year Speed School of Engineering students shall be appointed by the president with advice and consent of SSSC (“Speed School Student Council.”) for one year terms as voting members of the Freshman Council.
    2. A non-voting advisor shall be selected by the Freshman Council. The advisor shall be an upper classman with special consideration given to past members of the Board of Directors.
  2. Officers
    1. A president shall be selected by the freshman council to preside over all meetings and serve as a liaison to SSSC.
    2. A vice-president shall be selected by freshman council to preside in the absence of the president. The vice-president shall also record attendance and keep the minutes of the freshman council, regularly transmitting both to the Director of Administration.
    3. Other offices may be created, appointed and dissolved as the Freshman Council sees fit.
  3. Procedure
    1. Appointments shall be completed no later than the 5th week of the fall semester. Thereafter new members shall be added by majority vote of the Freshman Council.
    2. The first meeting of the freshman council shall be called to order by the SSSC President. The order of business shall include the election of officers and selection of an advisor. Once completed, the SSSC President will relinquish the chair to the newly elected freshman council president.
    3. Seek out and propose activities or initiatives to improve student life at the J.B. Speed School of Engineering.
    4. Plan, organize and execute a fall picnic and “cheap lunch” events.
    5. Advise freshman representatives on SSSC of issues relating to freshmen.
    6. Work to encourage involvement of freshman in student council, student societies, and other on-campus organizations
    7. The freshman council will seek out and perform community service on or off campus

IV. W.S. Speed Award

  1. Any student that has or is graduating in the current academic year with their terminal Speed School of Engineering Degree may be nominated for the W.S. Speed Award
  2. No student may be nominated for the W.S. Speed Award more than one time.
  3. Nominations must be opened by the first meeting of February, and voting must be concluded by the last meeting of February.
  4. Any student nominated in the 2007 Academic Year may be nominated again in the 2008 Academic Year.



By-Laws

I. Council Obligations
  1. Organize the following projects (not limited to) for the Engineering student body:
    • Engineers Days
    • Career Fair
    • Engineers Ball
    • Freshmen Orientation
    • Freshmen Handbook
    • Freshmen Picnic
    • Society Fair
    • Blood Drives
    • Speed Olympics
    • Open forums with the council and/or Faculty / Administration.


II. Meetings
  1. Meetings shall be held at least once every two weeks upon a day to be decided by the President. Notice shall be given at the previous meeting.


III. Constitutional Revision
  1. Constitutional Revision shall begin by the request of the Director of Administration.


IV. Membership guidelines for an Oriented Society
  1. Requirements
    1. Must be a non-social RSO related to engineering and Speed School of Engineering.


V. Membership guidelines for a recognized society
  1. Requirements
    1. A student organization recognized by Speed School of Engineering and oriented toward engineering with a minimum of twenty (20) members of which at least two-thirds of the society must be enrolled in Speed School of Engineering.
    2. Submission of documentation by the society of its student-oriented activities separate from the Speed Student Council.
    3. An eighty percent attendance at Speed Student Council meetings for two Speed School of Engineering terms as a non-voting member.
    4. The petitioning organization must not be departmentally oriented unless that department is not already represented twice in the Speed Student Council.
    5. The representative of the society to the Speed Student Council must be enrolled in the Speed School of Engineering.
  2. Upon fulfillment of the above requirements, a petition to become a voting member may be submitted to the Speed Student Council. A two week period will be provided from the date of the petition for the Speed Student Council to review all information presented. At the end of the two week period, the Speed Student Council will vote on the petition.
  3. If a society's petition fails, the society must wait one Speed School of Engineering term before submitting another petition.


VI. Requirements for membership
  1. Requirements for membership (voting and non - voting)
    1. In order to be eligible for membership on the Speed Student Council, a student must be enrolled as a Speed School of Engineering student and shall meet all RSO guidelines for membership. Note: The current minimum cumulative GPA is 2.000/4.000 under the RSO guidelines.
    2. Voting members shall not miss more than two consecutive general meetings, or more than four general meetings total, in any one semester, without an excuse satisfactory to the Executive Board of Speed Student Council or without a proxy approved by the Executive Board of the Speed Student Council.
    3. Class Representatives & Members at Large are responsible for:
      1. Actively serving on one or more committees of the Speed Student Council
      2. Participating in all major events of the Speed Student Council
    4. Each member shall be an elected representative of only one group. Class representatives that are elected Executive Officers shall be allowed to fulfill their terms as class representatives.
  2. Consequences
    1. Failure to uphold the requirements to maintain the status of being a recognized member of Speed School Student Council shall result in probation and membership review with the possibility of disciplinary action which will be decided by the Executive Board of the Speed Student Council. Disciplinary action may include the expulsion of the offending member from the Speed Student Council and consequential loss of suffrage.


VII. Elections
  1. The class and society representative(s) shall be elected at the following times:
    1. The 2nd year student reps. during the 3rd week of the summer semester.
    2. The 3rd year student reps. during the 3rd week of the summer semester.
    3. The Ph.d. student rep. during the 3rd week of the summer semester.
    4. The 1st year student reps. during the 5th week of the fall semester.
    5. The 4th year student reps. during the 5th week of the fall semester.
    6. The 5th year student reps. during the 5th week of the fall semester.
    7. Society representatives shall take office as they are chosen by the societies.
  2. All class representative candidates must register their names with the Speed Student Council at least two days before the scheduled elections in order to be placed on the ballot. The nine candidates receiving the most votes will be elected the representatives of the class.
    1. Each student shall cast only one secret ballot and must be academically enrolled in a class to vote for that class' representatives. In order for a ballot to be made valid, the number of votes per ballot may not exceed the number of offices available, with no candidate receiving more than one vote per ballot.
    2. The Speed Student Council will vote to break all ties.

VIII. Executive positions
  1. The Executive Officer positions shall be filled by election of the Speed Student Council no later than two weeks before Engineers' Days in the spring semester, and shall take office at the second meeting following Engineers' Days. If Engineers' Days should not occur during that semester, or go unobserved by the Speed School of Engineering, election of Executive Officers shall be held during the last scheduled meeting in February and shall take effect at the last scheduled meeting in March.


IX. Officer Requirements
  1. The Requirements for President
    1. Candidate must have been accepted and currently enrolled in a Speed School of Engineering department.
    2. Candidate must currently have a cumulative GPA equal to or greater than 2.500/4.000.
    3. Candidate must have satisfied all cooperative education internships.
  2. Requirements for Vice President
    1. Candidate must have been accepted and currently enrolled in a Speed School of Engineering department.
    2. Candidate must currently have a cumulative GPA equal to or greater than 2.500/4.000.
    3. Candidate must have satisfied two cooperative education internships.
  3. In the event that an Executive Officer of the Speed Student Council should be unable or unwilling to serve, an alternate, meeting the qualifications for that office, will be approved by the executive board upon approval of 2/3 majority of the Speed Student Council.
  4. For the purposes of election, Officer Requirements as they relate to satisfying "cooperative education internships" may be suspended by three-fourths majority approval of the Speed Student Council or four-fifths majority approval of the Executive Board of Speed Student Council.


X. Duties
  1. The President shall:
    1. preside at all meetings and shall be the Executive Officer of the Speed Student Council.
    2. conduct the election of the Executive Officers.
    3. be an ex-officio member of all Speed Student Council committees, Administrative Policies and Procedures, and the Speed School of Engineering Alumni Board.
    4. assist in the coordination of the student activities and services.
    5. prepare a monthly report to be distributed to the Deans, Department Chairs, SGA Senate, Speed Student Council, and be made available in some form to the student population detailing the Speed Student Council’s activities for the month.
  2. The Vice President shall:
    1. coordinate Engineers' Days.
    2. assume the Presidency when the President is unable or unwilling to serve.
    3. assist in the coordination of the student activities and services.
  3. The Director of Administration shall:
    1. keep all Speed Student Council records other than financial.
    2. prepare and distribute minutes for all Speed Student Council meetings.
    3. coordinate and approve all correspondence for the Speed Student Council.
    4. maintain effective communication between the Speed Student Council and Speed School Administration and Faculty.
    5. conduct all Speed Student Council class representative elections.
    6. be the authority on parliamentary procedure.
    7. maintain accurate and up-to-date copies of the Constitution and Bylaws, available upon request, in the Speed Student Council files.
    8. be chairman of the Constitutional Revision Committee.
    9. coordinate the Programs Committee for Engineers' Days.
  4. The Director of Corporate and Alumni Relations shall:
    1. establish and maintain links to businesses and industries in the community, especially those with Speed School Alumni contacts.
    2. establish and maintain links to other companies that regularly recruit from the Speed School of Engineering.
    3. encourage corporate involvement in activities coordinated by the Speed Student Council and Societies, such as guest lectures by Alumni.
    4. coordinate the Speaker Committee and recruit judges for Engineers' Days.
    5. coordinate and organize an annual Speed School of Engineering Career Fair in conjunction with Engineer’s Days.
  5. The Director of Finance shall:
    1. keep an exact record of all Speed Student Council funds.
    2. be the disbursing agent of the Speed Student Council.
    3. prepare a written financial report monthly.
    4. present an oral report at Speed Student Council meetings.
    5. compose the annual budget.
    6. coordinate the Awards Committee for Engineers' Days.
  6. The Director of Public Relations shall:
    1. coordinate advertising of Speed Student Council events.
    2. inform Council Members of opportunities of community service, such as science fair judges and guest speakers at area schools.
    3. encourage students from area schools with an interest in engineering to attend the Speed School of Engineering.
    4. coordinate the Advertising and High School Day Committees for Engineers' Days.
    5. coordinate all Speed School of Engineering Red Cross Blood Drives.
    6. act as the council historian.
  7. The Director of Society Relations shall:
    1. encourage the involvement of Societies in programs or activities sponsored by the Speed Student Council.
    2. maintain an up to date list of upcoming Society meetings and events.
    3. coordinate the Exhibits and Judging Committees for Engineers' Days.
  8. The Director of Student Activities shall:
    1. coordinate social activities for the Student Body of the Speed School of Engineering. These activities shall include but are not limited to the Engineers' Ball, Student Council Engineers' Days Exhibits, Summer Olympics, Freshman Picnic / Society Fair, Faculty / Student Socials, and Council Retreats.
    2. advertise these social activities.
  9. The Director of Student Affairs shall:
    1. appoint Members to fill positions on Speed School Standing Committees.
    2. promote the general welfare of the Student Body by addressing issues concerning the Student Body of the Speed School of Engineering, such as parking or new degree requirements.
    3. hold regular (at least 2 per semester) forums with the Student Body, the Speed Student Council, and Faculty / Administrative representatives.
    4. Inform the Student Body of possible scholarship and other academic opportunities.
    5. sponsor Final Exam Post and Study Jams.
    6. coordinate the Security Committee for Engineers' Days.

Constitution for the Speed School Student Council

I. Name
  1. The name of this organization shall be "The Student Council of the Speed School of Engineering," hereafter referred to as "Speed Student Council."


II. Purpose
  1. The purpose of Speed Student Council shall be:
    1. To act as the official organization of the Student Body of Speed School of Engineering on all matters except those assigned to other organizations by the Organizational Outline and Bylaws of the Speed School of Engineering.
    2. To act as a liaison between students and faculty as provided by the Organizational Outline and Bylaws of the Speed School of Engineering.
    3. To provide and conduct a forum for the discussion of student issues.
    4. To further the general welfare of the Speed School of Engineering and the University of Louisville at large.


III. Membership
  1. Recognized voting members shall be:
    1. The Executive Officers.
    2. All Speed School of Engineering Senators.
    3. Class representatives from each of the graduate, fifth, fourth, third, second, and first year students, elected from the class they are to represent.
      1. The number of class representatives shall change upon the approval of two-thirds majority of the Executive Board of the Speed Student Council.
      2. Membership in an academic class is to be determined by either the number of hours of Speed School of Engineering classes and required non-Speed School of Engineering classes or by the number of years in the Speed School of Engineering classified as full time.
      3. Note: Include completed semester hours and number of years in Speed School of Engineering when applying for membership. In the event of a permanent vacancy of a class representative the remaining representatives of that class shall nominate replacement(s) to fill the vacant office(s), subject to two-thirds majority approval by the Speed Student Council.
    4. One representative from each Speed Student Council approved society.
  2. Recognized non-voting members shall be:
    1. An innumerable amount of persons entitled "Members at Large" to maintain efficient communication and representation of the general student body.
      1. There will be an annual performance review by the executive board of each "Member at Large" seat.
      2. One member from any Speed School of Engineering organization.
        1. The organization's seat will be subject to approval by the Speed Student Council.
        2. The organization's members must be Speed School of Engineering students in good standing, and the society must have a minimum of twenty members.
        3. There will be an annual review by the executive board of each organizational seat each spring semester.
      3. One faculty advisor selected by the Speed Student Council members during the first meeting after the Speed Student Council Executive Officer elections. The faculty advisor's term of office shall be one year.


IV. Executive Officers
  1. The Executive Officers of the Speed Student Council shall be President, Vice President, Director of Administration, Director of Corporate and Alumni Relations, Director of Finance, Director of Public Relations, Director of Society Relations, Director of Student Activities, and Director of Student Affairs.
  2. Selection of Executive Officers:
    1. Nominations for Executive Officers can be made by any Speed School of Engineering student during the week prior to the elections and the date of elections at a regularly scheduled meeting of the Speed Student Council. Nominations will be closed immediately before the elections begin. All Executive Officers shall be chosen by the voting members of the Speed Student Council. If more than one person is nominated for an office, voting shall be conducted by secret ballot.
    2. In the event of a permanent vacancy of an executive board member, the remaining members of the executive board shall nominate replacement(s) to fill the vacant office(s), subject to two-thirds majority approval by the Speed Student Council.
  3. The Executive Officers have the right to appoint representatives to committees at the Speed Student Council meetings.
  4. The Executive Officers have the right to appoint members to aid in the fulfillment of their specific executive duties.


V. Procedure
  1. The number of council members required for quorum will be 50 percent plus one of the voting members active during a given semester. Co-op students are not considered active.
  2. Parliamentary procedure shall follow Robert's Rules of Order, unless otherwise specified.
  3. Each voting member of the Speed Student Council shall have one vote at all balloting except the President who shall have one vote only in the case of a tie.


VI. Duties and Powers
  1. The Speed Student Council may arrange and conduct student assembly meetings.
  2. The Speed Student Council shall make recommendations to the Dean regarding matters affecting the students of the Speed School of Engineering.
  3. The Speed Student Council may sponsor established functions.
  4. The Speed Student Council shall be represented on the proper committees specified by Organizational Outline and Bylaws of the Speed School of Engineering.


VII. Amendment(s) to the Constitution
  1. A Constitutional Revision Committee shall consist of the Director of Administration of the Speed Student Council, who serves as chairman, and at least two additional Speed Student Council members appointed by the President of the Speed Student Council and may be established by a majority vote of the Speed Student Council.
  2. Amendment(s) to the Constitution of the Speed Student Council may be proposed by:
    1. any student enrolled in Speed School of Engineering by submitting in writing a copy of proposed amendment(s) to the Director of Administration of the Speed Student Council who will present said amendment(s) to the Constitutional Revision Committee.
    2. recommendation to the Speed Student Council by a petition of at least 5 percent of the student body currently enrolled in the Speed School of Engineering.
    3. any member of the Speed Student Council by submitting copies of the proposed amendment(s) to the Speed Student Council at any regularly scheduled meeting of the Speed Student Council.
    4. recommendation to the Speed Student Council in the form of a written report presented by the Constitutional Revision Committee.
  3. A written copy of any proposed amendment(s) shall be available for each member of the Speed Student Council.
  4. Proposed amendment(s) to the Constitution of the Speed Student Council shall be read at two regular consecutive Speed Student Council meetings before a vote may be taken by the Speed Student Council. Amendment(s) to a proposed amendment(s) may be made at either reading of the proposed amendment(s); however, revised amendment(s) may not be voted on at the same Speed Student Council meeting in which the revision of the proposed amendment occurred.
  5. Upon approval by a two-thirds majority vote of the members present at a Speed Student Council meeting, notification of said approval shall be made to the student body. The order of amending must begin with 7.5.1.
    1. The Constitution shall be amended upon a two-thirds majority vote of the student body provided that the number voting constitutes at least 15% of the students attending class at the Speed School of Engineering during that semester. In addition, copies of the proposed amendment(s) shall be made available to the student body at least week prior to a vote being taken by the student body.
    2. - or - The Constitution shall be amended upon a four-fifths vote of the members present at a Speed Student Council meeting, at least two weeks after the initial notification of the two-thirds approval.


VIII. Amendment(s) to the Bylaws
  1. Amendment(s) to the Bylaws of the Speed Student Council may be proposed by any student enrolled in Speed School of Engineering by submitting, in writing, a copy of the proposed amendment(s) to the Director of Administration of the Speed Student Council.
  2. A written copy of any proposed amendment(s) shall be available for each member of the Speed Student Council.
  3. Proposed amendment(s) to the Bylaws of the Speed Student Council shall be read at two regular consecutive Speed Student Council meetings before a vote may be taken by the Speed Student Council. Amendment(s) to a proposed amendment(s) may be made at either reading of the proposed amendment(s); however, revised amendment(s) may not be voted on at the same Speed Student Council meeting in which the revision of the proposed amendment occurred.
  4. The proposed amendment(s) shall be amended upon approval by a two-thirds majority vote of the members present at a Speed Student Council meeting.
